Monitoring and Evaluation Officer for Arab Digital Expression Foundation

Background:

Through its many projects, the Arab Digital Expression Foundation (ADEF) aims to enhance the free expression skills of youth using modern tools and allow them to participate as active citizens in the life of their community.


ADEF is seeking an M&E officer who is passionate about alternative education and development that will work closely with the Planning, Monitoring and Business Development Manager, Project Managers and Project Coordinators.

Qualifications

  • 3to 5 years of experience as an M&E officer in educational and development projects.
  • Excellent communication skills.
  • Research skills.
  • Creative and able to take initiatives.
  • Flexible and adaptable to changing circumstances.
  • Understanding of educational and socio-economic issues in Egypt. Regional experience is a plus.
  • Excellent command of Arabic and English both written and spoken.

Major duties and responsibilities:

1) Assist the M&E Expert in reviewing, updating and maintaining the organisation’s monitoring and evaluation system, based on the organisation’s documents- logframes- indicators.

This will include the following tasks:

  • Identify sources of data, collection methods, who collects data, frequency of data collection,estimated cost of collection and who analyzes it.
  • Develop criteria and evaluation scheme for the programs’ outcomes and impact.
  • Assist in the preparation of detailed M&E budget and calendar of M&E activities.

2) Execute M&E activities included in the Annual Work Plan, with particular focus on results and impact.

This will include the following tasks:

  • Assist in designing and reviewing the framework for the physical and process monitoring of programs’ activities.
  • Promote a results-based approach for monitoring and evaluation, emphasizing outcomes and impact.
  • Prepare consolidated M&E reports including identification of problems, causes of potential bottlenecks during different programs’ implementation and providing specific recommendations.
  • Insure that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
  • Research and develop educational assessments.
  • Coordinate regular visits to the field to support implementation of M&E system and to identify where adaptations might be needed.
  • Facilitate, act as a resource person, and join if required any external supervision and evaluation missions.
  • Monitor the follow up of evaluation recommendations.

3) Assist in the design and implementation of a Monitoring/Evaluation & Learning (MEL) System to identify, analyze, document and disseminate lessons learned.

4) Create a lessons learning culture involving all programs, processes,' staff and allocate specific responsibilities.

This will include the following tasks:

  • Document M&E tools and philosophy on ADEF Wiki.
  • Ensure that TOR for consultants recruited by the organisation also incorporate mechanisms to capture and share lessons learned through their inputs to the project.
  • Facilitate exchange of experiences by supporting and coordinating participation in any existing network of ADEF projects sharing common characteristics.

5) Participate in writing programs reports.

6) Act as a facilitator or trainer in areas of his/her knowledge as required.

Since it started in 2005, ADEF is a regional platform for youth from the Arab region to use digital tools and new media to express themselves in an open and constructive environment. ADEF organizes a set of programs and projects revolving around the use of open-source based Information and Communication Technologies and the belief in self-expression and knowledge sharing, targeting both young professionals and youngsters.
